My understanding is that the game won't be developed in SF (where Puzzle Pirates was made), but in Madison, Wisconsin. There aren't a lot of game developers in Wisconsin, so some of the SF staff might be relocating, but I have no idea if anyone actually working on this had anything to do with Puzzle Pirates. (In other words, it's neither near LA nor, necessarily, massively talented.)

Also, San Francisco may be closer to Los Angeles than London is, but it's overstating things to say it's "a hop and a skip" away - London is closer to Luxembourg than SF is to LA. Then again, the game is being developed in Wisconsin, which is in the middle of nowhere, so Los Angeles to Madison is only somewhat less than half the distance from London to Madison.
